MEET CESAR
Cesar was elected to the Richmond City Council, District 2, in 2022 for a four-year term. He believes in giving back to the community that shaped his outlook and opportunities. When Cesar was eight, his family emigrated from Guadalajara, Mexico. He grew up in Richmond and San Pablo, attending Helms Elementary School, Richmond High School, and Contra Costa College.
Cesar is the founder and former president of the Hilltop District Neighborhood Council. He co-founded Richmond’s first LGBTQI organization, Richmond Rainbow Pride. Cesar has served on various community non-profit boards — Greater Richmond Interfaith Program (GRIP), Contra Costa Community College Foundation, Cinco De Mayo event, West County Sierra Club, to name a few. Cesar was appointed then elected to the West County Wastewater District, serving his last year there as President of the Board before his election to City Council.

I regularly meet with neighborhood councils; large and small businesses; community leaders and stakeholders to learn and take care of your concerns and needs. I will update this regularly, so come back often as this section will change. Recently, I’ve been busy working on:

- Sewage, odors, Veolia/sewage issues;
